Volunteer golf marshal program

Starting this month, golfers teeing off on RCSC golf courses will begin to see our new volunteer marshals making their rounds. We want this volunteer program to be a positive addition to RCSC golf. The primary goal of the marshals is to encourage a smooth flow on the courses and ensure that the rules are followed. Before they can even get out on the course, all marshals have to complete a training program. Each golf course has a marshal program captain who schedules the marshals and offers guidance and input to ensure marshals are meeting their responsibilities in a firm but friendly manner.

At its January meeting, the RCSC Board of Directors approved changes to its Golf policy (Board Policy #17) that established the volunteer golf marshal program. The goal of the program is to provide a conducive and consistent flow on RCSC golf courses and enforce the rules as necessary. Because RCSC does not have the funds to hire enough marshals to cover all the golf courses, the golfers have come together and volunteered some of their time and resources to provide this service.   

According to Board Policy #17, marshals are authorized to assess fines, report incidents and suggest lengths of suspensions when applicable. But RCSC wants the golf marshals to be a positive presence on the golf courses. Although marshals have the authority to assess fines and remove golfers from the course, they will use their best judgment in determining how to deal with situations they encounter while on duty.

Non-Sun City golfers playing on RCSC courses will be held accountable for obeying all rules and regulations just as any golfer would on any golf course. This means that non-Sun City golfers will also be assessed fines if marshals determine the violation warrants one and will also be blocked from booking further tee times on RCSC golf courses if such violations are not resolved.

Golfers who are fined by a marshal may protest their fine to the course green committee. However, golfers must pay the fine before they will be allowed to golf on RCSC courses despite the status of their dispute. Golfers who do not agree with the decision of the green committee may appeal to the Golf Advisory Committee, which will have the final say.
