The newly chartered Book-in-Hand Club reads a book monthly and meets at 1 p.m. second Fridays in Room 133 at Fairway Center year-round. There are no dues.<br />
Books are selected by consensus, and the member who suggested the title leads the discussion.</p>

<p><b><span style="text-decoration: underline;">Financial Report:</span></b></p>
<p>While we have operated overall within our budget year-to-date, we have finished the first quarter with one division not meeting budget year-to-date.  The golf division, suffering from $149,347 less than budgeted income y-t-d, which compares to $124,775 less income than last year for the same period, has ended the first quarter with a bottom line before depreciation of $134,008 negative variance from budget.  While the food service division experienced $11,276 less than budgeted income y-t-d, they have been able to manage their expenses accordingly and have ended the quarter with an overall positive variance from budget of $2,581.  The opportunity to cut golf operating expenses in response to less income is very small, as whether or not there are 10 golfers or 200 golfers playing golf today, the cost to operate the pro shop and golf course remain fairly consistent.  With that being said, the entire $149,347 deficit in income was not brought to the bottom line in golf which means that management made adjustments to operating expenses wherever possible, reducing the net effect to the bottom line by $15,339.   </p>
<p><b><span style="text-decoration: underline;">Bowling Centers:</span></b></p>
<p>Contracts have been signed to upgrade both RCSC bowling center’s back office software at a cost of $23k.  The software upgrade is necessary in order for the bowling centers to be Payment Card Industry (PCI) compliant when accepting credit cards and debit cards for payment.  PCI compliance is necessary to ensure that all data transmitted and stored is secure. The upgrade will be performed late in May or early June by the Brunswick Corporation.</p>
<p>Bowling pins usually have a life of sixteen to eighteen months; the bowling pins currently in use at both centers have nearly reached the end of their life and are scheduled to be replaced in late July.</p>
<p><b><span style="text-decoration: underline;">Cardholder Services:</span></b></p>
<p>Payments made by property owners in outside collections totaled just $2,686 in March with payments received from 8 property owners.  While the collections payments were lower in March due to the boarding and notifications process, the payments in the pipeline have picked up. </p>
<p>The payments on past due assessments improved slightly in March but were still 13% below the monthly average for the past year.  February billings went past due at a rate of 5.7% which is the lowest rate in 18 months, while January balances went over 60 days past due at the average rate of 4.6%.  At the end of March, outstanding balances related to property transfers increased by 2.8% but represent a lower percentage of account receivables.  This is due to the significant increase in March billings which is the largest monthly amount for the year.</p>
<p>For the first quarter, Cardholder Services has printed new cards for 9,913 cardholders.  This compared to 1,358 for the same time period last year.  As reported last month this increase is expected but significant nonetheless. </p>
<p>Trustee sale notices on Sun City properties went down to 76 for the end of March.  The number of properties owned by lending institutions remained steady at 80 during this month. These figures continue to be lower than last year and are most likely affected by the increase in property sales we are continuing to experience this year.</p>
<p>The Preservation and Improvement Fees collected in March were $585,000 with the resale activity continuing to increase this year.  Year to date PIF fees collected are $1,626,000.</p>
<p><b><span style="text-decoration: underline;">Human Resources:</span></b></p>
<p>We are organizing a training session, Interviewing and Selection: Successful and Legal Practices, to be presented in early May to RCSC Managers and Supervisors who have hiring responsibilities. The presentation will include laws and guidelines that affect interviewing and assist in the selection process.</p>
<p>Managers and Supervisors need to be aware of the many and various employment laws and related court decisions which impact the Corporation. As laws and compliance requirements change or new ones are created, it is important to communicate this information. Laws that impact hiring include the Federal Civil Rights Act, The Arizona Civil Rights Act, The Age Discrimination in Employment Act, the Americans with Disabilities Act and many others.</p>
<p>Participants in the training session will be provided with a list of lawful and unlawful interview questions that can guide them through the interview process.  This will be a great refresher course for those with hiring authority.</p>
<p>We are in the process of reviewing and updating some job descriptions. This is an ongoing process when job responsibilities and/or requirements change not only due to changes in the laws but also for company requirements. A job description is a helpful and necessary tool in the interview and selection process. </p>
<p><b><span style="text-decoration: underline;">Events &amp; Entertainment:</span></b></p>
<p>The RCSC Event Volunteers, at the events in the orange vests, are sought after by residents and guests when they need assistance.  If you wish to be put on the volunteer list please contact the Clubs office at 623-561-4660, leave your name and phone number and we will add you on the list and contact you as we need more volunteers.  Thank you to all who do volunteer, your time is greatly appreciated.</p>
<p><b>The Farmer’s Market is every Thursday 8:00 am – 12:00pm thru May 23<sup>rd </sup>at the Bell Center.  It will stop for the summer and resume again for the Fall Market on October 17<sup>th</sup>.   </b></p>
<p>Local farmers and vendors have been selling fruits and vegetables along with a wide variety of culinary treats including cage free eggs, grass-fed meats, locally produced honey, fresh baked goods and dips such as hummus, salsas, jams and jellies.</p>
<p>RCSC clubs have also been selling their wares and are taking advantage of this opportunity to recruit new members.  Memo’ Bistro has been open at 7am offering coffee Danish/donuts and breakfast burritos in the morning and then in the afternoon they offer hotdogs, wraps and even BBQ.</p>
<p>This event has been successful and is growing every week.  Get out and check it out before the end of May and mark your calendars for its return in the fall!</p>
<p><b>Upcoming Shows &amp; Entertainment &#8211; Bell Center</b></p>
<p>Come join us on Thursday, July 4<sup>th</sup> for the 35<sup>th</sup> Annual Ringing of the Bell Ceremony at 9:00am in Social Halls 1 &amp; 2 <i>(chairs provided)</i>.  Then follow us to the bowling center where we will have an afternoon indoor picnic with food, beer, free bowling, shuffleboard, billiards, dancing, games, prizes and an afternoon of just plain fun. The picnic will be from 11:00 am – 3:00pm.  Come and kick off your Independence Day celebration with your neighbors and friends! </p>
<p><b>Upcoming Shows &amp; Entertainment &#8211; Sundial</b></p>
<p>The line-up for the upcoming performances for the spring Sundial concerts is sure to please and interest everyone.  Final negotiations are being made and the dates and performances will be released soon so you can mark your calendars.</p>
<p>We are also working on the Holiday Celebration and be sure to mark your calendars for the Arts and Crafts Festival November 29<sup>th</sup> and 30<sup>th</sup>.</p>
<p><b>Upcoming Shows &amp; Entertainment &#8211; </b><b>Sun Bowl</b></p>
<p>We are almost through our spring Sun Bowl shows and the attendance so far has been wonderful; how exciting to see a few thousand residents come together and enjoy themselves and their neighbor’s company as well!  The smell of kettle corn fills the amphitheater as well as the neighborhood.  The gourmet food trucks are setup and ready to serve you with outstanding cuisine 1½ hours prior to the start of all performances.  So be sure to come hungry!</p>
<p>All Sun Bowl shows are free and you bring your own chair or blanket.</p>
<p>The line-up for the fall/winter 2013 and the spring 2014 shows is ready to go before the Entertainment Committee for final approval and this new line-up will be a variety of performances that will surely meet the standards set by our Sun City residents.  We are sure you won’t want to miss any of these performances so be sure to watch the SunViews and our website as we unveil these shows.</p>

<p style="text-align: left;" align="center">WHEREAS Article IV, Section 7 of the Corporate Bylaws empowers the Board of Directors (“Board” or “Directors”) of the Recreation Centers of Sun City, Inc. (“RCSC” or “Corporation”) to adopt policies not in conflict with the Restated Articles of Incorporation (“Articles”) or the Corporate Bylaws (“Bylaws”).</p>
<p>WHEREAS to minimize inconsistencies, misunderstandings and misinterpretations inherent in verbal instructions, rules and regulations, the Board of Directors has established Board Policies (“BP” or “Policies”) in written form.  Such Policies shall be titled, numbered and indexed for easy reference and use.</p>
<p>WHEREAS the Restated Articles of Incorporation (“Articles”) and the Corporate Bylaws (“Bylaws”) shall take precedence over Board Policies and that the following Board Policy regarding Chartered Clubs shall provide instruction, direction and guidelines regarding such and shall remain in effect until such time it is amended or removed.</p>
<p>WHEREAS the Corporation has a group tax exemption for its subordinate chartered clubs under section 501(c)(4) of the Internal Revenue Code.  A club must not be organized for profit and must be operated exclusively to promote social welfare to be tax-exempt as a social welfare organization. The earnings of a section 501(c)(4) organization may not inure to the benefit of any private shareholder or individual.  A chartered club must operate primarily to further the common good and general welfare of the people of the community.  A club does not operate primarily to promote social welfare if its primary activity is carrying on a business with the general public in a manner similar to organizations operated for profit.</p>
<p>NOW, THEREFORE BE IT RESOLVED that all chartered clubs must be conducted in compliance with federal, state and local laws, the RCSC Restated Articles of Incorporation, RCSC Corporate Bylaws and RCSC Board Policies.</p>
<p>BE IT FURTHER RESOLVED that Chartered Clubs shall be governed as follows see Form BP:12-20(a) for index:</p>
<ol>
<li><strong><span style="text-decoration: underline;">CHARTERED CLUB REQUIREMENTS:</span></strong></li>
</ol>
<p>A club, to maintain its charter, must have sufficient club membership and active participation to use effectively the RCSC facilities set aside for it.  The minimum club membership requirement  for clubs with dedicated space is fifty (50) RCSC cardholders; and for clubs without dedicated space, twenty-five (25) RCSC cardholders are required, excluding the following clubs:  Chess, Stamp, and Model Railroad.</p>
<p>Dedicated space is that assigned to and only used by that club.</p>
<p>Groups seeking to become RCSC Chartered Clubs should complete the Application for Club Charter <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-15-Application-for-Club-Charter-March-20131.pdf">(FORM-BP12-15)</a> and submit it to RCSC’s clubs office.</p>
<p>Each club shall have its own Federal Tax Identification Number.  Each club shall have its own official chartered club name.  Club name changes must be reported to RCSC’s club office and to the proper tax authorities.</p>
<ol start="2">
<li><strong><span style="text-decoration: underline;">CLUB MEMBERSHIP:</span></strong></li>
</ol>
<p>Chartered club membership shall be open to all RCSC cardholders in good standing.  If a chartered club has been organized exclusively for men, women, singles or by age group, then exceptions may apply.  Clubs may require a minimum of skill for participation as defined in their club rules and regulations.  Each club member has one vote and may vote only in person.  Only club members can vote or hold office.</p>
<p>To ensure that each club member is an RCSC cardholder in good standing, clubs must submit a current club membership roster <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-1-Club-Membership-Roster-March-20131.pdf">(FORM BP12-1)</a> each quarter on or before Jan 1, April 1, July 1, and Oct 1 and upon request of RCSC’s club office.</p>
<p>Honorary or lifetime club membership guidelines must be so stated in its club rules and regulations and must be awarded only to RCSC cardholders in good standing.  Honorary or lifetime club membership will be terminated automatically if an RCSC cardholder is not in good standing.</p>
<ol start="3">
<li><strong><span style="text-decoration: underline;">CLUB COMMITTEES:</span></strong></li>
</ol>
<p>Clubs may establish committees, as defined in club rules and regulations; e.g.; Nominating, Club Rules &amp; Regulations, Auditing, Quality Control.  Committee members may be elected or appointed, as defined in the club rules and regulations.</p>
<ol start="4">
<li><strong><span style="text-decoration: underline;">EXECUTIVE BOARD:</span></strong></li>
</ol>
<p>The club’s Executive Board shall be elected by a vote of the general club membership.  The club’s Executive Board shall be comprised of the officers and may include club committee chairpersons and club members-at-large.  Club members who are paid for services, such as club instructors, card club directors or callers, shall not hold elected club office while performing these services.</p>
<p>The club’s Executive Board shall be responsible for the control and management of the affairs, property and common interests of the club and the administration of the club’s rules and regulations.  The club’s Executive Board may consult with their COC (member of the Club Organization Committee assigned to that club) regularly and seek their assistance immediately whenever any club issue arises.</p>
<ol start="5">
<li><strong><span style="text-decoration: underline;">EXECUTIVE BOARD MEETINGS:</span></strong></li>
</ol>
<p>The club’s Executive Board shall meet at least twice a year on such dates as determined in the club’s rules and regulations or as established annually by the club’s Executive Board.  Executive Board meeting dates shall be submitted (<a title="Form BP 12-2" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-2-Club-Meeting-Schedule-March-20131.pdf" target="_blank">FORM BP:12-2</a>) to RCSC’s club office by April 30 for the following year.</p>
<ol start="6">
<li><strong><span style="text-decoration: underline;">CLUB OFFICERS:</span></strong></li>
</ol>
<p>The club officers shall be, at a minimum, a President, Vice-President and a Secretary/Treasurer.  The Vice-President shall perform the President’s duties in his/her absence.  Election process of club officers and their duties shall be specified in the club’s rules and regulations.  Club officers shall serve without compensation and the general term of office shall be for one year.  Re-election, term limitation and election procedures of club officers must be stated in the club’s rules and regulations.  Club rules and regulations must define what occurs if an elected officer and/or Executive Board member becomes unable or unwilling to fulfill his/her duties.  Club rules and regulations should define, if applicable, temporary officer replacements during extended periods of absence.  RCSC’s club office must be kept apprised of current club officers <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-3-Club-Officers-March-20131.pdf">(FORM BP12-3)</a> including temporary replacements.</p>
<p>7.      <strong><span style="text-decoration: underline;">CLUB GUEST ATTENDANCE:</span></strong></p>
<p>Attendance by all club guests <i>(non-RCSC Cardholders) </i>for any club activity/meeting/event/ tournament/class must be recorded on guest attendance register <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-4-Club-Guest-Attendance-Register-March-20131.pdf">(FORM BP12-4)</a> <b><span style="text-decoration: underline;">unless</span></b> a Host Punch Card <i>(see Board Policy 9) </i>is accepted and punched by the club for the club guest or a club guest presents a Daily Guest Pass and ID with picture.  If the club has punched a Host Punch Card or been presented with Daily Guest Pass, that club guest is not recorded on the guest attendance register.  Monthly, the compilation of these guest attendance registers <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-4-Club-Guest-Attendance-Register-March-20131.pdf">(FORM BP12-4)</a> shall be recorded and submitted no later than ten (10) days after the close of the month to RCSC’s club office along with payment of club guest fees equal to two dollars ($2.00) per club guest per day to RCSC.</p>
<p>Club guests <i>(non-RCSC Cardholders) </i>are not defined as those who wish to tour club facilities, accompany a club member but not participate, provide care or assistance for a handicapped club member or provide instruction to club members.</p>
<ol start="8">
<li><strong><span style="text-decoration: underline;">CLUB RECORDS &amp; REPORTS:</span></strong></li>
</ol>
<p>All chartered clubs must record and maintain minutes of all club meetings and must retain copies of all correspondence.  Minutes must be readily available to all club members.</p>
<p>All chartered clubs are responsible for the timely filing of all reports and tax forms required by federal, state and local laws for 501(c)(4) organizations see <a title="Form BP 12-19a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-19a-Club-Tax-Filings-Important-Dates-Other-Info-March-20131.pdf" target="_blank">FORM BP:12-19(a)</a> for more information.</p>
<p>Chartered clubs shall issue Internal Revenue Service 1099 forms to individuals who are paid six hundred dollars ($600) or more during a calendar year.  This includes, but is not limited to, sales of crafts, club instructors, card club directors, caller fees and any other such payments required to be reported to the IRS.  All 1099 forms <i>(available at clubs office)</i> shall be filed no later than January 31 of the following year see <a title="Form BP 12-19a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-19a-Club-Tax-Filings-Important-Dates-Other-Info-March-20131.pdf" target="_blank">FORM BP:12-19(a)</a> for more information.</p>
<p>Clubs shall maintain and retain records for the period of time shown as follows:</p>
<p>a)      Club correspondence and club meeting minutes – three (3) years</p>
<p>b)      Club financial records and reports – three (3) years prior to current year</p>
<p>c)      Club deposit records and club receipts – three (3) years</p>
<p>d)     Club tax returns – seven (7) years</p>
<p>e)      Major club capital equipment, copy of invoice and warranty – keep for the life of the equipment</p>
<p>f)       Club discipline and conduct reports – five (5) years</p>
<p>g)      Club records of supply items – three (3) years</p>
<p>h)      Club membership roster – current and prior year only</p>
<p>i)        Club inventory – current and prior year only</p>
<p>j)        Charter club approval, club Federal Tax ID number &#8211; retain for life of club</p>
<p>9.    <strong>  <span style="text-decoration: underline;">CLUB MONITORS:</span></strong></p>
<p>All clubs using tools and equipment that could cause injury to the user must provide club monitors during all club operating hours when such tools and equipment are or may be in use.  Monitors must be easily identified by a monitor badge and must be fully trained and documented in the use of all tools and equipment within the club.  Monitors must ensure the use of safety equipment to include that provided by the manufacturer.  Monitors must report all non-compliance on a club member conduct report.  Duties of club monitors must be stated in the club’s rules and regulations.</p>
<p>When RCSC facilities are assigned to a club, it is the responsibility of the club to monitor the use of those facilities and follow all rules and regulations regarding such.</p>
<ol start="10">
<li><strong><span style="text-decoration: underline;">CLUB MEMBERSHIP MEETINGS:</span></strong></li>
</ol>
<p>Club membership meetings shall be held at least once a year on such date(s) as determined in the club’s rules and regulations or as established annually by the club’s Executive Board.  Membership meeting dates shall be submitted (<a title="Form BP 12-2" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-2-Club-Meeting-Schedule-March-20131.pdf" target="_blank">FORM BP:12-2</a>) to RCSC’s club office by April 30 for the following year.</p>
<p>A quorum for chartered clubs with membership up to 100 members shall be 20%, of 101-400 members shall be 21 or 10%, whichever is greater and above 400 members shall be 41 or 5%, whichever is greater.  Quorums can be reached only in person.  Clubs assigned designated club space shall, if possible, use their assigned space for club events/business meetings. Clubs without such assigned space must make a request for facilities, in writing, to RCSC’s club office for events/business meetings.  Any requests for changes must be made in writingto RCSC’s club office as well.  Additional club space is assigned on a first come first served basis so clubs should make requests as far in advance as possible.</p>
<p>Special club membership meetings may be called by any of the club’s Executive Board or by written request of ten percent (10%) of the club membership.  Notice of special club meetings, with time, place and purpose, must be posted and mailed, phoned, or e-mailed to all club members at least seven (7) days prior to the meeting.  RCSC’s club office should be notified immediately of scheduled special club membership meetings.</p>
<ol start="11">
<li><strong><span style="text-decoration: underline;">OPEN CLUB EVENTS:</span></strong></li>
</ol>
<p>Any club President may request to host a club event open to the public through RCSC’s club office which will assign appropriate RCSC facilities, as available.  An open club event is any event to be attended by the general public and not just RCSC cardholders and their invited guests.</p>
<p>Clubs shall pay RCSC rental and setup fees for the facilities assigned for open club events unless the club’s annual donation to RCSC is $12,500 or greater per year or the event is sanctioned as an RCSC sponsored event.  To request that RCSC sanction an event, the club must submit the request to the RCSC Board of Directors see FORMS<a title="Form BP 12-11a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-11a-Instructions-for-Requesting-a-Sanctioned-Event-March-2013.pdf" target="_blank"> BP:12-11(a)</a> and<a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-11-Club-Request-for-Sanctioned-Event-March-20131.pdf">BP12-11</a>.  Club rental and setup fees shall be equal to Cardholder rental and set up fees (<a href="http://sunaz.com/rental/cardholder_facilities_rental_fees.pdf">http://sunaz.com/rental/cardholder_facilities_rental_fees.pdf</a>), except that the rental fees shall be for each day of the event rather than for a 4 hour period and only for the days that the space is open to the public.</p>
<p>If a club donation is in lieu of rental and setup fees, such donation will not be eligible for club promotion and marketing.</p>
<p>Guest attendance registers, <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-4-Club-Guest-Attendance-Register-March-20131.pdf">(FORM BP12-4)</a> Host Punch Cards, or Daily Guest Passes are not required for open club events.</p>
<ol start="12">
<li><strong><span style="text-decoration: underline;">OPEN CLUB TOURNAMENTS:</span></strong></li>

<p>Any club President may request to sponsor an open club tournament through RCSC’s club office which will assign appropriate RCSC facilities, as available.  Open club tournaments will require, at a minimum, two dollars ($2.00) per club guest per day paid to RCSC.  The completion of the guest attendance register (FORM BP:12-4) or the acceptance and punching of Host Punch Cards <i>(see Board Policy 9)</i> or presentation of Daily Guest Pass with picture ID is required for all open club tournaments except when other arrangements, including payment for RCSC facilities, have been made. To request that RCSC sanction an open club tournament, the club must submit the request to the RCSC Board of Directors see FORMS <a title="Form BP 12-11a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-11a-Instructions-for-Requesting-a-Sanctioned-Event-March-2013.pdf" target="_blank">BP:12-11(a)</a> and <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-11-Club-Request-for-Sanctioned-Event-March-20131.pdf">FORM-BP12-11</a>.</p>
<p>Registration shall be on a first come first served basis, with RCSC cardholders taking precedence over all other registrants.  Neither club visitors nor club guests shall displace club members at any open club tournaments.</p>
<ol start="13">

<li><strong><span style="text-decoration: underline;">INDEPENDENT CONTRACTORS:</span></strong></li>
</ol>
<p>Clubs using independent contractors to provide club related services; i.e. dance callers, instructors, etc. shall define positions and duties in their club rules and regulations.  An Independent Contractor Agreement <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-5-Independent-Contractor-Agreement-March-20131.pdf">(FORM BP12-5)</a> must be on file with RCSC’s club office a minimum of seven (7) days prior to services being rendered.   A copy of the agreement must also be maintained by the club for each person rendering services.  All monies paid for services, including but not limited to instructors, callers and card club directors, must be paid and recorded by check or signed receipt. Clubs that hire independent contractors must comply with federal and state tax regulations and laws.</p>

<p>Clubs conducting instructional classes during periods other than normal club operating hours must request facilities from RCSC’s club office in writing.</p>
<p>15.  <strong><span style="text-decoration: underline;">CLUB VISITORS &amp; GUESTS:</span></strong></p>
<p>A club visitor is an RCSC cardholder that is not a member of the club; there are no fees payable to RCSC by the club for club visitors.  A club guest is a non-Sun City resident or a Sun City resident who is not an RCSC cardholder.  The club will pay RCSC or effect RCSC to be paid [Host Punch Card or Daily Guest Pass] two dollars ($2.00) per club guest per day unless the club has an approved reciprocity agreement (FORMS<a title="Form BP 12-9a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-9a-Instructions-for-Reciprocal-Agreement-March-2013.pdf" target="_blank"> BP:12-9(a)</a> and <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-9-Clubs-Reciprocal-Agreement-March-20131.pdf">BP12-9</a>) with an outside club or an annual agreement with the RCSC Board of Directors for the club to retain the guest fee in order for the club to survive financially (<a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-13-Club-Request-to-Retain-Guest-Fees-March-20131.pdf">FORM-BP12-13)</a>.  Full financial disclosure of the club is required for such an agreement to be considered.  Clubs are responsible for the behavior of their guests and shall be held responsible for any damage to RCSC property.  Anyone displaying inappropriate behavior may be asked to leave RCSC facilities.</p>
<p>Neither club visitors nor club guests shall displace club members.  Only RCSC cardholders are eligible for club membership.  Both club visitors and club guests shall be required to meet minimum skill levels as defined in club rules and regulations prior to participation in any club.  Club rules and regulations must stipulate the restrictions for all club visitors and guests which must be adhered to without exception.</p>
<p>All club guests that have not had a Host Punch Card <i>(see Board Policy 9)</i> accepted and punched or presented a Daily Guest Pass with picture ID must be recorded on the guest attendance register <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-4-Club-Guest-Attendance-Register-March-20131.pdf">(FORM BP12-4)</a> refer to Section 7 &#8211; Club Guest Attendance of this policy for more information.</p>
<p>16.  <strong><span style="text-decoration: underline;">INJURIES &amp; INCIDENTS:</span></strong></p>
<p>If an incident (sickness, loss of consciousness, etc.) or injury (slip, fall, etc.) occurs during club use of RCSC facilities, first response is always to call 911, second response is to notify RCSC personnel, preferably the Area Supervisor or Center’s Lead Utility Worker, and once the inflicted individual has been safely responded to, RCSC’s Incident Report must be completed and filed by those witnessing the incident.</p>
<ol start="17">
<li><strong><span style="text-decoration: underline;">CLUB MEMBER DISCIPLINE:</span></strong></li>
</ol>
<p>Club members should conduct themselves in a civil manner so as not to jeopardize the rights and privileges of other club members.  A club member’s inappropriate conduct may include arguments, physical confrontation or any behavior that places another person in reasonable apprehension of imminent physical injury or places the club or RCSC facilities in jeopardy.  Any club member displaying inappropriate behavior may be asked to leave immediately and the following process shall occur:</p>
<p>a)      First offenders will be given an oral and written warning outlining the nature of the infraction(s). This warning may originate from a club monitor or club officer who must complete, date and sign a club member conduct report (<a title="Form BP 12-14" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-14-Club-Member-Conduct-Report-March-2013.pdf" target="_blank">FORM BP:12-14</a>).  All club member conduct reports must be maintained in club records for a period of five (5) years.</p>
<p>b)      If the offender is a club officer, the infraction must be brought to the attention of the Club Organization Committee for appropriate process and discipline.</p>
<p>c)      A second infraction, also recorded on a club member conduct report <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-14-Club-Member-Conduct-Report-March-20131.pdf">(FORM-BP12-14)</a> will be a written warning and a hearing conducted by the club’s Executive Board, who may suspend the club member for a period of not more than sixty (60) days.</p>
<p>d)     Further infractions, recorded on club member conduct reports (<a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-14-Club-Member-Conduct-Report-March-20131.pdf">FORM-BP12-14)</a> will generate additional hearings conducted by the club’s Executive Board, who will recommend dismissal from the club or other appropriate discipline to the Club Organization Committee.  The Club Organization Committee will deliver the decision regarding the club member’s discipline.  Additional infractions by reinstated club members may be cause for permanent loss of club membership.</p>
<p>e)      After a period of sixty (60) days, any club member disciplined may submit a written request for an appeal to the RCSC Board of Directors, whose decision will be final.</p>
<ol start="18">
<li><strong><span style="text-decoration: underline;">CLUB RULES &amp; REGULATIONS:</span></strong></li>
</ol>
<p>Each chartered club shall adopt rules and regulations, see FORM BP:12-10(a), not in conflict with the Articles, Bylaws or Board Policies.  In the event a conflict should occur, the Articles, Bylaws and Policies, in that order, shall take precedence over club rules and regulations.  Club rules and regulations must be approved by a majority of the members at a duly notified and called membership meeting with a quorum present in person.  The club officers are responsible to submit their club’s rules and regulations to the RCSC club office whenever additions, amendments or deletions are made along with the membership meeting minutes approving such.  RCSC’s club office will designate with date stamp that club rules and regulations have been officially recorded.</p>
<ol start="19">
<li><strong><span style="text-decoration: underline;">USE OF RCSC FACILITIES:</span></strong></li>
</ol>
<p>Chartered clubs are assigned temporary <i>(used only for a period of time by a club)</i> or dedicated <i>(used only by that club)</i> space  The RCSC Board of Directors has the authority and responsibility to direct similar clubs to merge or share dedicated space in order to provide efficient utilization of RCSC facilities.</p>
<p>All clubs shall be responsible for the appropriate use of RCSC facilities, also refer to Board Policy No. 11 for Use &amp; Rental of RCSC Facilities &amp; Property.  Chartered clubs are not generally charged any fees for use or setup of RCSC facilities provided that the use is open to RCSC cardholders and their invited guests only and not the general public.  Tape of any kind must not be used to attach signs or papers to painted surfaces. Items unrelated to club activities shall not be stored on or in RCSC property or facilities.</p>
<p>If a scheduled club event/meeting is cancelled and the RCSC club office is not given at least two (2) business days notice, the club may be charged for rental and/or setup fees.  If a scheduled club event/meeting does not resume its activity within fifteen (15) minutes of its scheduled start time, the facility will be opened to all RCSC cardholders and their invited guests and the club shall lose its reservation of the facility.</p>
<p>Club activities or meetings can be preempted by RCSC.  Whenever possible, adequate notification will be given to the club.  RCSC will provide for relocation of the club activity whenever possible.  Clubs may be required to cancel, relocate or consolidate activities with other like clubs for all or part of the summer as an energy savings effort.</p>
<p>The sale of alcoholic beverages and food (raw or cooked) is prohibited without appropriate licensing.</p>
<p>20.<strong>  <span style="text-decoration: underline;">CLUB SIGNAGE:</span></strong></p>
<p>Permanent club signage, where applicable, will be approved by RCSC’s Assistant General Manager and installed by RCSC personnel only.  Signs will be attached to the outside of the building or in close proximity to the club room.  Additional signs, with approval, may also be placed on a signpost or monument in close proximity to the building entrance.  Permanent signs will not be allowed in parking lots, at the curb, or along-side the roadways.  Temporary signage, not to exceed seven (7) days, must be requested in writing and approved by RCSC’s Assistant General Manager in advance of placement.</p>
<ol start="21">
<li><strong><span style="text-decoration: underline;">EQUIPMENT, FURNITURE &amp; FIXTURES:</span></strong></li>
</ol>
<p>All tools, equipment, fixtures and furniture are property of RCSC whether it is original equipment, replacement equipment or additional equipment purchased by or donated to the club.  Each year prior to January 10, RCSC’s corporate office will provide each club with an updated inventory <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-6-Club-Inventory-March-20131.pdf">(FORM BP12-6)</a> reflecting last year’s inventory and any and all submitted club acquisitions and disposals throughout the past year.  Each club is responsible for verifying and submitting a completed written inventory <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-6-Club-Inventory-March-20131.pdf">(FORM BP12-6)</a> of all equipment, furniture, and fixtures to RCSC’s corporate office by January 31 of each year with an accumulative value of one thousand dollars ($1,000) or more.</p>
<p>Clubs shall be responsible for the appropriate use of equipment and safety gear.  Clubs shall provide necessary tools, equipment, safety gear, club specific furniture, and supplies from its own funds as well as repair and replacement thereof.  No individual or club may lend, borrow or remove equipment, furniture, fixtures or supplies that are RCSC property.  Temporary removal of equipment for club projects is allowed.</p>
<p>Clubs are required to obtain written approval from RCSC’s Assistant General Manager <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-7-FFE-Acquisition-or-Disposal-March-20131.pdf">(FORM BP12-7)</a> prior to ordering or purchasing any new equipment.  Clubs leasing any equipment must have prior written approval of RCSC’s Assistant General Manager <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-7-FFE-Acquisition-or-Disposal-March-20131.pdf">(FORM BP12-7)</a>.  Written requests shall include all pertinent information including equipment voltage, wattage, amperage, fuel type, overall size and placement location within the club room.</p>
<p>When items are purchased, traded, sold or destroyed they must be reported on the club acquisition/disposal form <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-7-FFE-Acquisition-or-Disposal-March-20131.pdf">(FORM BP12-7)</a> and submitted to RCSC’s corporate office, Attn: Assistant General Manager.  No equipment belonging to RCSC may be sold or disposed of without prior written approval of the Assistant General Manager.  Re-arrangement requests for furniture or equipment shall be directed to the Center’s Lead Utility Worker or the Center’s Area Supervisor.</p>
<p>22. <strong> <span style="text-decoration: underline;">REPAIRS:</span></strong></p>
<p>Electrical, structural or functional repairs or alterations made by club members to RCSC property or property belonging to a third party are strictly prohibited<b>. </b></p>
<p>For repairs in or adjacent to clubrooms, the club shall notify the Center’s Lead Utility Worker in writing.  The Center’s Lead Utility Worker will write the necessary work orders for correction of the problem.  A copy of the work order will be provided to the club.  If such request is an emergency and is not resolved by the above steps, the club should contact the Center’s Area Supervisor and/or RCSC’s Assistant General Manager.</p>
<p><b>23.  </b><b><span style="text-decoration: underline;">IMPROVEMENTS &amp; CHANGES:</span></b></p>
<p>Prior written approval must be obtained from RCSC’s Assistant General Manager for facility changes, alterations, upgrades and improvements which may include floors, ceilings, walls, cabinets, shelving, doors, windows, electrical systems, plumbing systems, air conditioning and heating systems, or any other building or infrastructure related system or component.  Clubs leasing any equipment must have prior written approval of RCSC’s Assistant General Manager (<a title="Form BP 12-7" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-7-FFE-Acquisition-or-Disposal-March-2013.pdf" target="_blank">FORM BP:12-7</a>).</p>
<p>Requests for additional club space or dedicated space should be submitted in writing to RCSC’s Assistant General Manager, who shall review and make recommendations to RCSC’s Club Organization Committee and/or Board of Directors.</p>
<p>Clubs may provide budget requests to the RCSC corporate office for club improvements.  Such requests shall be reviewed and approved by RCSC’s Assistant General Manager for inclusion in RCSC’s operating and capital budget for the upcoming year.  Management’s conclusions shall be reviewed by the Club Organization Committee for recommendation of any changes to the Board of Directors.</p>
<p>24.  <strong><span style="text-decoration: underline;">CHEMICALS:</span></strong></p>
<p>All clubs shall have Material Safety Data Sheets (MSDS) for all chemicals contained within club space and/or used by club members, visitors or guests.  The MSDS sheets inform users about personal protective equipment required, possible hazards and possible adverse reactions.  MSDS sheets can be requested from the supplier and must be kept in a three-ring binder easily accessible to club members and RCSC Management.  Adherence to the safety provisions are the responsibility of the club and their instructors.</p>
<p>25.  <strong><span style="text-decoration: underline;">INSURANCE:</span></strong></p>
<p>The insurance provided by the RCSC is subject to a deductible on a per loss basis. It is the sole discretion of the RCSC Board of Directors if the deductible is the responsibility of RCSC or the respective club where the loss occurred.  The insurance provided by RCSC does not coverarticles/items for sale, personal tools, clothing or stock.  Stock is defined as raw materials and supplies held by the club for sale to its members or for internal use by the club.  Also not covered are items unrelated to club activities stored in the club room.  Chartered clubs and their members are additionally insured under the General Liability policy while acting in the capacity of a club officer or a member of the Executive Board.<b>  </b></p>
<p>26.  <strong><span style="text-decoration: underline;">CLUB ADVERTISING &amp; MARKETING:</span></strong></p>
<p>Club instructors may not advertise services being rendered in RCSC facilities.  If clubs are advertising or marketing club events not open to the general public, they must state that the event is open to RCSC cardholders and their invited guests only.</p>
<p>Donations made by clubs to RCSC, excluding those made in lieu of rental or set up fees, may be used for the promotion and marketing of RCSC Chartered Clubs and their events and activities.  Clubs may request financial assistance in promoting and marketing a club event or activity by making a request to RCSC’s General Manager <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-12-Club-Request-for-Marketing-Funds-March-20131.pdf">(FORM-BP12-12)</a>. Clubs should not expect to receive marketing assistance greater than their annual contribution to the RCSC.</p>
<p>RCSC shall provide for each chartered club one page featuring the club within RCSC’s website <a href="http://www.sunaz.com/">www.sunaz.com</a> to promote and provide information about the club (FORMS <a title="Form BP 12-16a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-16a-Instructions-for-Club-Webpages-March-2013.pdf" target="_blank">BP:12-16(a)</a> &amp; <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-16-Clubs-Website-Update1.pdf">BP12-16</a>).  It is the responsibility of the club to ensure that the information on the RCSC website is accurate and up-to-date.</p>
<p>RCSC shall provide for each chartered club in RCSC’s monthly SunViews newsletter the club listing, notice of any and all club activities or events (<a title="Form BP 12-18a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-18a-SunViews-Submissions-for-Club-Classes-Events-Directory-March-2013.pdf" target="_blank">FORM BP:12-18(a</a>)) and one feature article per year (FORMS <a title="Form BP 12-17a" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-17a-Instructions-for-SunViews-Annual-Club-Articles-March-2013.pdf" target="_blank">BP:12-17(a) </a>&amp;<a title="Form BP 12-17" href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-17b-SunViews-Schedule-for-Annual-Club-Articles-Oct-2013-Mar-2014.pdf" target="_blank"> BP:12-17</a>).  It is the responsibility of the club to ensure that the club listing is accurate and up-to-date.</p>
<p><span style="text-decoration: underline;">27.  <strong>CLUB CONTRIBUTIONS &amp; SALES:</strong></span></p>
<p>Monetary contributions made by clubs to outside organizations shall not exceed the total contribution made to RCSC.  Contributions made by clubs to an individual, including but not limited to club members or candidates for the RCSC Board of Directors, is prohibited.</p>
<p>The use of RCSC facilities by clubs is intended for the pursuit of hobbies and social welfare and shall not be used for the manufacture of articles to be sold by individuals for their sole profit.  RCSC facilities shall not be used as a sales outlet for items not produced in whole or in part within the club’s activities.  RCSC facilities shall not be used as a manufacturing resource for sales outside of RCSC facilities.  Clubs may submit a request to RCSC’s Assistant General Manager to showcase items with the club name only outside their dedicated space on a temporary basis within RCSC’s facilities.</p>
<p>Each club’s rules and regulations must define the number of articles an individual club member may sell during any calendar year, the percentage the club will receive from each sale, how complaints are handled regarding sales, and the relationship between using the club facilities, consigning items for sale and volunteering time to perform necessary club duties.  Items for which club members receive orders as a direct result of club activities shall be handled as club sales.</p>
<p>Vendors may be authorized by clubs to sell related materials and supplies within club facilities on a limited basis.  Clubs are authorized to sell supplies and raw materials at reasonable rates to club members, visitors or guests.</p>
<ol start="28">
<li><strong><span style="text-decoration: underline;">CLUB FINANCES:</span></strong></li>
</ol>
<p>All chartered club’s fiscal year shall be from January 1 through December 31.  All chartered clubs shall file with the RCSC club office financial reports <a href="http://sunaz.com/wp-content/uploads/2012/05/FORM-BP12-8-Club-Annual-Financial-Statement-March-20131.pdf">(FORM BP12-8)</a> for each calendar year on or before January 31 of the following year.</p>
<p>All monies collected must be reported on the club’s financial report. The annual dues for each club shall be stated in its club rules and regulations, along with the payment schedule of how the dues are collected; i.e., annually, semi-annually, or quarterly.</p>
<p>The RCSC Board of Directors, RCSC Management, Club Organization Committee or any club member may submit a request to the Board Office for the Budget, Finance &amp; Auditing Committee to audit the club’s finances. A report of the results of such audit shall be submitted to the requestor, the club’s Executive Board, the club office and made a part of the club records.</p>
<ol start="29">
<li><strong><span style="text-decoration: underline;">DE-CHARTERING OF CLUBS:</span></strong></li>
</ol>
<p>Club members may vote at a duly notified and held membership meeting of the club to de-charter the club at any time for any reason.  Any club not in compliance with federal, state and local laws may be subject to being de-chartered. Any club not adhering to the RCSC Restated Articles of Incorporation, Corporate Bylaws and Board Policies (also known as the Corporate Documents) may be subject to being de-chartered.  A club that does not meet chartered club requirements may be subject to being de-chartered.  Any club that has been unable to provide club officers or club monitors may be subject to being de-chartered.  Any club may be subject to being combined with another like club and/or relocated, any club refusing to do so may be subject to being de-chartered.</p>
<p>If a club is at the risk of being de-chartered, a notice will be sent to the club in writing by RCSC’s General Manager, with a copy sent to the Board of Directors and the Club Organization Committee, stating the nature of the problem(s) and providing for assistance in rectifying the situation, if possible.  A club shall be given ninety (90) days to rectify all matters excluding membership, which shall have one year to rectify.  Upon failure to rectify its issue the club shall be de-chartered by RCSC’s Board of Directors.</p>
<p>When a club is de-chartered, equipment and supplies may be sold to other clubs, club members or outside sources with approval of the club’s Executive Board, RCSC’s Board of Directors and RCSC’s Assistant General Manager.  If the club cannot or does not wish to sell the equipment or supplies, it may donate them to similar chartered clubs with RCSC’s Assistant General Manager’s approval.  The club may sponsor a final closing event for its members, after such, all assets will revert to the Recreation Centers of Sun City, Inc.</p>
<p>BE IT FURTHER RESOLVED that a copy of this resolution shall be posted on the RCSC website for members and shall be made available to members upon request at no cost.</p>
<p>Adopted and signed this 25 day of April, 2013 at a duly called Board meeting by a majority (5) of the Recreation Centers of Sun City, Inc. Board of Directors.</p>

<p>WHEREAS Article IV, Section 7 of the Corporate Bylaws empowers the Board of Directors (“Board” or “Directors”) of the Recreation Centers of Sun City, Inc. (“RCSC” or “Corporation”) to adopt Policies (“BP” or “Policies”) not in conflict with the Restated Articles of Incorporation (“Articles”) or the Corporate Bylaws (“Bylaws”).</p>
<p>WHEREAS to minimize inconsistencies, misunderstandings and misinterpretations inherent in verbal instructions, rules and regulations, the Board of Directors has established Board Policies in written form.  Such Policies shall be titled, numbered and indexed for easy reference and use.</p>
<p>WHEREAS the Restated Articles of Incorporation and the Corporate Bylaws shall take precedence over Board Policies and that the following Board Policy on Code of Conduct and RCSC Rules and Regulations shall provide instruction, direction and guidelines regarding such and shall remain in effect until such time it is amended or removed by the Board.</p>
<p>NOW, THEREFORE BE IT RESOLVED the Corporation shall adhere to the following policies regarding golf:</p>
<p><b>Rules &amp; Regulations and Code of Conduct:</b></p>
<p>In addition to the Code of Conduct and RCSC Rules &amp; Regulations in Board Policy Resolution No. 10 which includes golf dress code, golf etiquette, golf carts and other general golf rules the following shall apply:</p>
<p>A copy of the rules and regulations shall be posted on the Corporate website and at each golf facility.</p>
<p>The Director of Golf shall review these rules and regulations at least annually and make recommendations for changes or modifications to the Golf Advisory Committee as necessary.</p>
<p>The Golf Advisory Committee may recommend rules and regulations for the conduct, administration, care, maintenance, use of carts, and etc. to the Board of Directors for approval.</p>
<p>Recommendations for changes to a golf course hole which would change the layout of the hole or affect the course or slope rating must be submitted to the Golf Advisory Committee via the course green committee, General Manager, and/or the Director of Golf.</p>
<p><strong><span style="text-decoration: underline;">Enforcement of Rules &amp; Regulations and Code of Conduct:</span></strong></p>
<p>In an effort to enforce the Rules &amp; Regulations and Code of Conduct and provide a conducive and consistent flow on RCSC golf courses, a volunteer group of Golf Rangers has been formed, under the overall direction of the RCSC Director of Golf.  The Board of Directors authorizes individuals functioning under the volunteer RCSC Golf Ranger Program to assess fines, report incidents, and suggest lengths of suspensions, when applicable.  The RCSC Director of Golf shall advise the committee as to the status, process and progress of the program.  Volunteer Golf Rangers must have completed the training program prior to being assigned shifts on any RCSC golf courses.</p>
<p>Each golf course, through an appointment by the Green Committee, shall have a volunteer Golf Ranger Program Captain.  The Golf Ranger Program Captain shall schedule the volunteer Golf Rangers and shall provide guidance, as required, in ensuring they meet their responsibilities of enforcing the Rules &amp; Regulations and Code of Conduct, as well as providing for a conducive and consistent flow on RCSC golf courses, under the overall direction of the RCSC Director of Golf.  A volunteer Golf Ranger is given the authority to remove any golfer from any RCSC golf course, without recourse or refund, for refusing to adhere to the Rules &amp; Regulations or Code of Conduct.  Actions required may include contacting the Maricopa County Sherriff’s Office to have the offender removed from RCSC property.</p>
<p><strong>Fines &amp; Suspensions</strong></p>
<p>Tickets issued by Volunteer Golf Rangers for violations will be in accordance with Golf Rules and Regulations and Code of Conduct.  Offenses are divided into two categories depending upon severity.  A golfer may protest a fine to that golf courses’ Green Committee, however, once fined, the golfer must pay the fine before they will be allowed to play golf on any RCSC golf courses regardless of the status of a dispute.  If  a golfer wishes to protest the decision of the Green Committee, they may make an appeal to the Golf Advisory Committee, whose decision shall be final.  Golfers who are automatically suspended shall not have recourse for their automatic suspension.  Golfers who are scheduled for a suspension hearing shall not be allowed to play golf on any RCSC golf courses until the hearing has been completed and any and all suspension time has been completed.  Suspension hearings shall be conducted by the Golf Advisory Committee.</p>
<p>If a golfer refuses to reveal his/her identity to a volunteer Golf Ranger, the Golf Ranger shall attempt to obtain his/her identity from the group.  If the group refuses to reveal his/her identity, the Golf Ranger shall record the golf group’s location and time and shall obtain from the tee sheet their identity, fining and automatically suspending all players in the group.  Automatic suspension for refusing to reveal an offender’s identity is thirty (30) days.     </p>
<ol>
<li><span style="text-decoration: underline;">Category I Offenses:</span></li>
</ol>
<p>i)        Motorized/pull carts too close to greens and/or ignoring cart path only rules</p>
<p>ii)      Driving in, pulling a cart in, or hitting from areas not for play, including but not limited to areas under repair, areas with desert landscaping, any designated or marked areas, wet or soft areas, and areas between bunkers and greens</p>
<p>iii)    Underage cart drivers or golfers (all cart drivers must be 16 years of age)</p>
<p>iv)    Failure to rake sand traps, fix ball marks on greens or replace divots on tees</p>
<p>v)      Range baskets outside of practice areas</p>
<p>vi)    Non-golfers on course during hours of play or pets on golf course at any time &#8211; violators may also be prosecuted for trespassing &#8211; organized events may allow spectators  at the discretion of the Director of Golf</p>
<p>vii)  Violations of any general, carts or dress golf rules and regulations</p>
<ol>
<li><span style="text-decoration: underline;">Category I Fines &amp; Suspensions</span>:</li>
</ol>
<p>(1)   First offense:               $15 fine per infraction/per person</p>
<p>(2)   Second offense:          $25 fine per infraction /per person</p>
<p>(3)   Third offense:             $50 fine per infraction per person and</p>
<p>Golf Advisory Committee suspension hearing</p>
<ol>
<li><span style="text-decoration: underline;">Category II Offenses</span>:</li>
</ol>
<p>i)        Playing without checking in at pro shop</p>
<p>ii)      Practicing on course</p>
<p>iii)    Jeopardizing or interfering with the rights and privileges of others or compromising anyone’s safety</p>
<p>iv)    Causing damage to RCSC property</p>
<p>v)      Abusive language or aggressive action towards golf employees or other golfers</p>
<p>vi)    Misuse and illegal transfers of golf receipts which are considered a thievery of services</p>
<p>vii)  Any aggressive or abnormal behavior not conducive to normal golf activities</p>
<p>viii)            Double dippers &#8211; multiple tee time violations</p>
<p>ix)    Playing without paying</p>
<ol>
<li><span style="text-decoration: underline;">Category II Fines &amp; Suspensions</span>:</li>
</ol>
<p>(1)   First offense:               $50 fine per infraction/per person</p>
<p>(2)   Second offense:          $75 fine per infraction /per person</p>
<p>(3)   Third offense:             $100 fine per infraction per person and</p>
<p>Golf Advisory Committee suspension hearing</p>
<p>Continued violations of these or other rules shall result in suspension of playing privileges lasting from two (2) weeks to permanent suspension.  No suspension will be made without a hearing by the Golf Advisory Committee.  If privileges are suspended or revoked there will be no refund or rebate given for annual golf passes/permits or any other golf fees.</p>
<p><strong><span style="text-decoration: underline;">Green Committee</span></strong></p>
<p>RCSC Green Committees are a subsidiary committee under the Golf Advisory Committee.  Each golf course shall have one Green Committee composed of up to three (3) male and three (3) female members.  Green Committee members must be Members in good standing.  They do not have to be members of the Sun City Men’s Golf Association (SCMGA) or the Sun City Women’s Golf Association (SCWGA). Notice of vacancies and sign-up sheets to serve on a Green Committee will be posted at the pro shops sixty (60) days before election date.  Each Green Committee will have a maximum of six members.  The term of each member will be a maximum of two (2) three-year terms.  If there are more than three male or three female candidates for a Green Committee then an election must be held and conducted by the SCMGA or the SCWGA respectively.  Ballots will be collected at the pro shop. </p>
<p>Each Green Committee may select two members, one male and one female, to represent the golf course on the Golf Advisory Committee, a standing committee to the RCSC Board of Directors.  The selected representatives of each Green Committee will attend Golf Advisory Committee meetings and will have a vote on matters presented to the Golf Advisory Committee.</p>
<p>The Green Committees will meet once a month at their courses on a date convenient for its members and the course superintendent.  Green Committee members will listen to golfers’ complaints and concerns in order to provide input for improving all aspects of the golf program.  Requests for changes and improvements to the golf courses will be presented to the Golf Advisory Committee.  The Director of Golf will investigate the feasibility of course changes and improvements.  Discussion of the proposals will then be submitted to the Board of Directors for approval.</p>
<p>In addition to each selected Green Committee member having a vote on the Golf Advisory Committee, the Presidents of the SCMGA, SCWGA and the Sun City Women’s Nine Hole Association will also have a vote.</p>
<p><strong><span style="text-decoration: underline;">Independent Golf Teaching Professionals in Sun City</span></strong></p>
<ol>
<li>There will be a maximum of four independent golf teaching professionals on the RCSC courses.  The Director of Golf will determine the qualifications of these professionals.</li>
<li>Each teaching professional will be an independent contractor and will make his/her own appointments and handle his/her own money.</li>
<li>Playing lessons will be scheduled with the starter at the course to be played. </li>
<li>Independent teaching professionals will conduct, as a group, free golf clinics twice a year to promote golf in Sun City.  These will be held each Saturday for one month in the spring and in the fall.</li>
<li>Teaching professionals will submit current proof of professional liability insurance to the Director of Golf on an annual basis.  Each teaching professional will instruct their insurance company to furnish a copy of the notice of cancellation to the Director of Golf.</li>
</ol>
<p><strong><span style="text-decoration: underline;">Tee Sheet Management</span></strong></p>
<p>The default tee sheet for 18 hole regulation courses (Ladies Day and Men’s Day excluded) will be double-tee, also referred to as crossover.  The Director of Golf shall have the discretion to implement a straight sheet (Ladies Day and Men’s Day excluded), following a defined schedule.  The percentage of 18 hole regulation courses using straight sheet shall not exceed 25% on any given day. Tee sheets set up to accommodate shotgun starts will not count for the purpose of defining the straight sheet percentage.  The Director of Golf shall, at his/her discretion, remove straight sheet starts, if so doing is to the benefit of RCSC and its cardholders.</p>
<p><strong><span style="text-decoration: underline;">Golf Tournament &amp; Events</span></strong></p>
<p>Only approved tournaments will be allowed at RCSC golf facilities. The following general criteria for approval is established:</p>
<p>In order to be approved, tournament requests must meet at least one of the following criteria:</p>
<ol>
<li>Sponsorship by an RCSC Chartered Club</li>
<li>Sponsorship by an organization wherein the majority of membership is constituted by RCSC Cardholders</li>
<li>Tournaments sponsored by non-resident groups may be approved providing adequate play is available for residents.  Non-RCSC Cardholder tournaments must be approved the Director of Golf.  All applicable tournament requests will be coordinated by the Golf Administrative Coordinator and submitted to the Director of Golf.  Any group which disagrees with the decision of the Director of Golf may elevate the request to the Golf Advisory Committee for further consideration.</li>
</ol>
<p>Any RCSC club or organization collecting dues or fees that are passed through to an outside organization (national, state, or local) shall advise the individual member or participant of this in writing.</p>
<p>Tournaments that are exempt from the booking fee are:</p>
<ol>
<li>SCMGA Annual Events &#8211; held January through December (22 events)</li>
<li>SCWGA Annual Events &#8211; held January through December (25 events)</li>
<li>Team play &#8211; November through March</li>
<li>SCWGA &#8211; Shotgun Membership meetings</li>
<li>SCWGA – Better Ball Tournament – First Saturday in December, March 9:00am Shotgun</li>
<li>Quail Run 9-Hole Invitational</li>
<li>Quail Run Women’s Octogenarian – 8:30am Shotgun</li>
<li>Annual Sun Cities Classic (Sun City vs. Sun City West)</li>
<li>Mixers</li>
</ol>
<p><strong><span style="text-decoration: underline;">Other Golf Outings/Events</span></strong></p>
<p>Only approved golf outings/events will be allowed at RCSC facilities.  The following general criteria for approval is established:</p>
<ol>
<li>The request must be submitted at least fifteen (15) days prior to the date requested.</li>
<li>The request must be accompanied by a list of participants and their RCSC Cardholder number, guest names and/or outside (public) player name.</li>
<li>Events must pay the current per golfer booking fee to block tee times unless a group is asked by the Director of Golf to combine with another pre-booked group.  This fee can be added to the price of the current green fee and paid at the time the green fee is paid.  All tournaments/outings, including SCMGA/SCWGA, will pay the current per person sweeps fee to be used for golf certificates unless waived by the Director of Golf.</li>
<li>The minimum number of players participating in a pre-booked outing/event must be sixteen (16). Requests for groups containing fewer than sixteen (16) players will be rejected.</li>
<li>No requests will be accepted for Tuesday (Ladies’ Day) or Wednesday (Men’s Day) or that interfere with other scheduled events.</li>
</ol>
<p><strong><span style="text-decoration: underline;">General Golf Tournament &amp; Event Criteria</span></strong></p>
<ol>
<li>The minimum number of players required to block tee times is sixteen (16). Tournaments, outings or events having less than that minimum will not be considered.     </li>
<li>Shotgun starts must have a sufficient number of players to have two groups per hole on par fours and par fives, and one group on each par three.  If a group does not have a sufficient number of players to fulfill the requirements listed above, the group will be considered a reverse shotgun.  The Director of Golf, at his/her discretion, may waive this requirement, if so doing is to the benefit of RCSC and it’s cardholers.  The SCMGA Annual Championship is allowed a reverse shotgun start regardless of number players.  The maximum number of players for a shotgun start is 180.  A request for a reverse shotgun must be made to the Director of Golf.  All preferred tee times (either shotgun or blocked) will incur a booking fee per participant unless a group is asked by the Director of Golfto combine with another pre-booked group.  This is in addition to any other fees charged for the tournament. Fees collected will be entered into golf revenue.</li>
<li>Starting times and formatting of tee times for approved group bookings will be controlled by the Golf Administrative Coordinator and the Head Starter at the approved course. </li>
<li>Approved tournaments must provide a list of names/pairings for the tournament to the appropriate pro shop six (6) days prior to the event. Failure to provide this listing may cause cancellation of the tournament/event.</li>
<li>No more than two (2) golf courses may have scheduled tournaments on any given day except for Tuesday (Ladies’ Day) or Wednesday (Men’s Day) when no tournaments may be scheduled. Only one of the regulation courses South of Grand Avenue and one of the regulation courses North of Grand Avenue may be used on the same day for tournament play.</li>
<li>All morning shotguns will start no later than one-half hour after the day’s first tee time unless otherwise approved by the Director of Golf.  A reverse shotgun starting time will be no later than one hour after the day&#8217;s first tee time unless otherwise approved by the Director of Golf.  All afternoon shotguns will start no earlier than 12:00pm unless otherwise approved by the Director of Golf.</li>
<li>Shotgun events will be scheduled for 4 ½ hours (4-somes) and 5 hours (5-somes).</li>
<li>No shotguns may be scheduled for November 15 through March 1 unless otherwise approved by the Director of Golf.  The following events are exempt from this provision:  Mixers, SCWGA semi-annual membership meeting tournaments, Guys &amp; Dolls, Member-Guest, SCMGA and SCWGA.</li>
<li>SCMGA/SCWGA shall provide the Golf Administrative Coordinator a written schedule of events (other than Tuesday/Wednesday events) no later than September 30 for the following year. This schedule shall include the date, format and course requested for the event.</li>
</ol>

<p>WHEREAS to minimize inconsistencies, misunderstandings and misinterpretations inherent in verbal instructions, rules and regulations, the Board of Directors has established Board Policies in written form.  Such Policies shall be titled, numbered and indexed for easy reference and use.</p>
<p>WHEREAS the Restated Articles of Incorporation and the Corporate Bylaws shall take precedence over Board Policies and that the following Board Policy on Code of Conduct and RCSC Rules and Regulations shall provide instruction, direction and guidelines regarding such and shall remain in effect until such time it is amended or removed by the Board.</p>
<p>NOW, THEREFORE BE IT RESOLVED the Corporation shall adhere to the following policies regarding Cardholder Guests and Host Punch Cards:</p>
<p> A.  Guests of RCSC Cardholders, who do not reside in Sun City, Arizona, seasonally <i>(30 days or longer) </i>or permanently, may be allowed to use RCSC facilities or participate in activities for a fee.  </p>
<ol>
<li>A guest is defined as a non-resident friend, family member or caretaker/caregiver of a RCSC Cardholder.  Neither spouses nor any Sun City resident, whether considered seasonal <i>(30 days or longer)</i> or permanent, can be considered guests. RCSC Cardholders who misrepresent someone as a guest may be subject to temporary or permanent suspension of all Cardholder privileges, including denial of use of any or all RCSC facilities, as determined by the Board of Directors.</li>
<li>A Host Punch Card is required for guest entry to all RCSC facilities except bowling and golf.  RCSC Cardholder guests may golf or bowl for the guest fee and no Host Punch Card is required.</li>
<li>A Host Punch Card is punched once for each person, for each use, regardless of age.  If multiple RCSC facility uses are planned by one guest in the same day, a Guest Pass may be issued, which then allows the guest to visit multiple RCSC facilities on the same day with no additional punches of the Host Punch Card.  Consecutive day Guest passes may be issued in advance (no more than 7 days) when guests plan to use the RCSC facilities for several days, as long as the Host Punch Card is punched once for each guest for each day.  Guests obtaining access to RCSC facilities with Guest Passes will be required to show a government issued, picture ID to ensure their identity matches the Guest Pass obtained for them by a RCSC Cardholder.</li>
<li>RCSC Cardholders may purchase Host Punch Cards at RCSC monitored facilities and the Cardholder Services Office in the LakeviewRecreationCenter.  Host Punch Cards do not expire until all blocks are punched.</li>
<li>All guests, including immediate family, must be signed in by a RCSC Cardholder. The RCSC Cardholder must accompany guests who are under age nineteen (19) at all times while on RCSC property.</li>
<li>If the RCSC Cardholder is unable to sign in their guests because of physical or mental incapacity, a dated Waiver Letter may be obtained from the Corporate Office. The guest must then present government issued identification with picture, the Host Punch Card, the Waiver Letter and the RCSC Cardholder’s Member or Privilege card when signing in. Only those individuals named on the Waiver Letter shall have access to RCSC facilities. Any named guest, under nineteen (19) years of age, must be accompanied by an authorized adult.</li>
<li>RCSC Cardholders may belong to a variety of Chartered Clubs located within various RCSC facilities. As a club member, a RCSC Cardholder may invite a guest to a club activity, provided that such attendance is in accordance with the rules and regulations of the Corporation.  Each guest at a club activity must be sponsored by a member of that club, and special guest provisions contained in the club&#8217;s rules and regulations shall apply.</li>
</ol>
<p>BE IT FURTHER RESOLVED that a copy of this resolution shall be posted on the RCSC website for members and shall be made available to members upon request at no cost.</p>
<p>Adopted and signed this 25<sup>th</sup> day of April, 2013 at a duly called Board meeting by a majority (5) of the Recreation Centers of Sun City, Inc. Board of Directors.</p>

<p><strong><span style="font-size: medium;">General Centers Projects / Information</span></strong><br />
• Installation of the Photo Voltaic (PV-Electricity producing) systems is well underway. All RCSC Center locations now have carport and solar panel construction either in progress or nearly completed. Marinette Center solar is now producing electricity.<br />
• Duffeeland Dog Park recently was inspected by Maricopa County officials in response to a complaint from an area resident. County officials confirmed that the park is clean and well maintained.<br />
• Budgeted fitness equipment has now been ordered. The new equipment includes a new Cybex rotation machine for Bell Center which is already installed, new hammer strength back extension machines for Bell and Fairway Centers, several treadmills and some other miscellaneous equipment. Most of the new equipment is for replacement of worn out cardio units at various locations. (Cost &#8211; $64,974)</p>
<p><strong><span style="font-size: medium;">Mt. View Center/Sun Bowl Ballpark</span></strong><br />
• The Mt. View pool lighting system is now submitted for permit with Maricopa County Planning and Development and equipment has been ordered. The project includes induction type lighting around the swimming pool and two pole lights in the mini golf area. Contractor is Accel Electric. (Cost &#8211; $40,000)<br />
• The Mt. View pickleball court lighting project has been put on hold while a cardholder requested court expansion study is conducted.<br />
• The Sun Bowl Ballfield project is well underway with the old infield material removed and special infield mix installed. Trenching is now underway for the new irrigation system and grading of the outfield has begun. While the ballfield is being renovated, the retention / park area to the South of the field will also receive a new irrigation system, re-grading/leveling and new Bermuda grass. In addition, a new 20’ high outfield fence will be installed. Contractors are Wadsworth Golf Construction Company and Western Fence. (Cost &#8211; $200,848)<br />
• The Sunbowl Amphitheater project has been approved by the RCSC bid commission. Once all the fall shows are over, the work of smoothing the terraced areas and installing a new irrigation system will commence. Contractor is Wadsworth Golf Construction. (Cost &#8211; $148,947)</p>
<p><span style="font-size: medium;"><strong>Quail Run Pro Shop</strong></span><br />
• New windows around the Quail Run pro shop have been ordered and will be installed soon. A light for the flagpole will also be installed at that time. Contractors for this work will be Jocoran Glass, RCSC Skilled Trades Department and Accel Electric. (Estimated Cost &#8211; $8,500)</p>
<p><strong><span style="font-size: medium;">South Golf Maintenance</span></strong><br />
• The building permit for the new 6,000 s.f. South Golf Maintenance building has been received and the steel building has been released for fabrication. The RCSC bid commission has approved the project and the general contractor has been hired. Work on this facility will commence in early May 2013. Contractors to date include Bunger Steel, Inc, Jokake Construction and CCBG Architectural. (Est. Building Cost $632,645)</p>
<p><strong><span style="font-size: medium;">Fairway Center</span></strong><br />
• A short section of steel fencing and a gate was installed along the North end of the Fairway patio. The fencing was needed to discourage people from walking across the golf course and from tracking grass and mud into the Fairway Center lobby. Contractor was Sav-On-Fence.<br />
(Cost &#8211; $3,250)</p>
<p><strong><span style="font-size: medium;">Lakeview Center</span></strong><br />
• The Lakeview waterfall pump and motor are still in for repairs. The rebuilding of the 25 HP motor is completed and the new pump has been ordered but has a long lead time for delivery. Once the new pump arrives all equipment will be installed ASAP so the beautiful waterfall will be flowing again. In the meantime a portable pump is being used to fill and circulate water in the lagoons. Contractor is Phoenix Pumps, Inc. (Est. Cost &#8211; $23,000)<br />
• The mechanical equipment (HVAC) which serves the Lakeview Women’s Social Club failed and was replaced. Contractor was Rainforest Plumbing &amp; Air. (Cost &#8211; $5,941)<br />
• A replacement water fountain has been ordered for the 103rd Ave location on Viewpoint Lake. Contractor is Waterworks By George. (Cost – $10,159)</p>
<p><strong><span style="font-size: medium;">Bell Center</span></strong><br />
• The Bell Wood &amp; Metal shop expansion project continues to progress with roof work, mechanical work and framing well underway. This project is currently about 50% completed. Contractor is K.L.McIntyre Construction. (Cost &#8211; $435,561)<br />
• Exterior painting of Bell Center is nearly completed. RCSC inspections of the painting project will occur the week of April 22, 2013. Once all touch up work is completed the project will close. Contractor is Quality Painting. (Cost &#8211; $86,971)<br />
• The complete renovations of the two Lawn Bowl Greens at Bell Center is now in full swing with demolition completed and work on the drainage system and concrete backboards bulkheads in progress. Contractors include: Ken McIntyre Construction, National Turf and Wood Bay Turf Technologies. (Cost to Date &#8211; $484,308)</p>
<p><strong><span style="font-size: medium;">Sundial Center/Riverview Pro Shop</span></strong><br />
• Two replacement signs for the Riverview golf course are scheduled to be installed. One sign has already been installed on the pro shop building. Unfortunately, after several attempts were made to contact Apollo signs we have heard nothing back from the owner. The replacement sign for the #10 tee box at Riverview is now being assigned to another sign company for completion. Contractor was Apollo Signs. (Cost for both signs &#8211; $13,898)<br />
• The elevator at Sundial Center is currently scheduled to be upgraded. Some of the scheduled upgrades include: electrical control panel changes, new hydraulic pump, fire system upgrades, installation of sump pump and ladder in the bottom of the shaft, and dedicated mechanical equipment to maintain the elevator equipment room temperature. This project will commence during the summer of 2013 and last for approximately (4) weeks. Contractor is Otis Elevator. (Cost &#8211; $95,781)<br />
• The Riverview Pro/Snack shop building will be receiving a new standing seam metal roof. The roof replacement is needed to replace the existing worn out and broken tile roof. The contractor for this project is Starkweather Roofing. (Cost – $29,882)<br />
• Exterior painting of the Riverview Pro Shop and Cart Barn buildings will commence after the roof is replaced. The contractor for the project will be Silverado Painting. (Cost &#8211; $5,345)</p>
<p><strong><span style="font-size: medium;">Marinette Center</span></strong><br />
• The Marinette building expansion project has received final approval by the Board of Directors. Drawings of future improvements and changes are currently being prepared by our architect and will be posted at several locations, including Marinette very soon.</p>
<p><strong><span style="font-size: medium;">Skilled Trades Department</span></strong><br />
• The RCSC skilled Trades department completed 135 work orders during March and the first two weeks of April 2013.</p>

<p><b><span style="font-size: medium;">Pro Shops </span></b></p>
<p>With good weather, we were able to post positive results over prior year, for the first time this year. Green Fee/Cart Fee Revenue was $4,716 ahead of budget, a 1% increase. Merchandise was $1,802 ahead of budget, a 7% increase and Driving Range revenue was $519 ahead of budget a 2% increase. Total revenue was $7,155 or 1% ahead of budget.</p>
<p>The small gains to budget brought our 1st quarter revenue deficit down to $149,348. Total operating expenses for the quarter were down $7,929.</p>
<p>On March 4 &amp; 5, South hosted Glendale Community College and several other community colleges from the Arizona Community College Athletic Conference. Fifty-four golfers put their skills to the test during the event. Scottsdale Community College was the first place team, followed by South Mountain Community College. A score of 68 was the lowest round recorded for the two day event. This is the second consecutive year South was chosen to host this event. The event generated $4,074 in revenue over the two days.</p>
<p>Our first night tournament of the year was a success, with 56 participants testing their skills in the dark. Our second night event is scheduled for April 27 and will be held at Willowbrook; entries are available at each pro shop. The entry fee is $25.00. Participants will receive a &#8220;night&#8221; ball, dinner and night golf accessories. Check-in is 6:00 p.m., dinner served at 6:30 p.m. and the event scheduled to start at 7:30 p.m.</p>
<p>The free March clinics, hosted by our local professionals, were well attended. Classes were held on the first four Saturdays. The lowest attendance of 38 golfers was on March 9, which suffered from poor weather. The highest attendance was March 16, with 58 golfers. Total attendance for the month was 197 golfers.</p>
<p><strong><span style="font-size: medium;">Snack Shops</span></strong></p>
<p>As is usually the case, Snack Shop revenue mirrored Pro Shop performance, posting positive gains to budget. For the month Snack Shop revenue was $4,102 ahead of budget. As a reminder, beginning April 29, the snack shops will begin closing at 3:00 p.m.</p>
<p><strong><span style="font-size: medium;">Maintenance</span></strong></p>
<p>With a stretch of above normal temperatures, Bermuda grass began growing and the rye grass began showing signs of stress. In an effort to maintain playing conditions watering has been increased throughout the courses. Unfortunately, increased watering will result in wet spots, particularly in low lying areas and/or areas that are mown to a higher height. Green banks and slopes are the first areas to show signs of stress, excess water from these areas collect in low areas creating additional standing water.</p>
<p>In conjunction with the monthly green committee meetings, the course superintendents are conducting formal course visits attended by myself (Brian Duthu) and the owner of Mojo’s (formerly NGM) Jeffery Omahen. Items discussed by the Green Committee’s are given priority, followed by items identified during the visit. Any items needing correction are recorded and marked for follow up. Currently the focus is on developing consistent playing conditions from course to course.</p>
<p>Green aerification begins May 2 at Willowbrook and continues through May 13 at Quail Run. Golfers are encouraged to check the schedule to find a course that meets their needs. Due to the upcoming renovation the greens at North will not be aerified this year. Lakes West will not be aerified in the first round of courses. In an effort to reduce the number of aerifications, we will be aerifying Lakes West in July using larger tines and tighter spacing. The aggressive nature of this aerification will, most likely, lead to a longer recovery time for Lakes West.</p>
<p>The bunker renovation at Willowbrook will begin on May 6. Initially only the back nine will be closed, leaving the front nine open for play. The first part of June the front nine will close, leaving the entire course unavailable for play. Construction will continue through the end of July and the course opening will be determined at a later date, based on turf recovery.</p>
